@SW12: Technically he is right of course. But we shouldn't treat each other as if we were IP lawyers paid by game studios.
And from what I've seen in many places even they don't care at all about something like this -- they would care if you made a UT3 mod or total conversion with Crysis textures and tried to sell it I guess. But whether or not some guy used the textures of a 7 year old game in a custom MP map for a 10 year old game some years ago most likely doesn't interest them in 2010.
But just to make it clear: I'm not saying that people should do this, of course. Why even risk trouble? There are many great custom texture sets out there!

Official game textures, that is the textures that are in the game once you have installed it are 99% of the time covered under a EULA (End User Licence Agreement).
Almost always the EULA says something like 'you are welcome to play and build addons for the game, but everything that came with the game can NOT be converted or extracted to be used in another game'.
So, if you take textures from 'Star Trek: Elite Force II' and included them in your own Q3A map, then you are breaking the EULA for Star Trek: Elite Force II. Pretty simple stuff really.
However, if someone releases a bunch of textures that they created, that are 'free to use with Star Trek: Elite Force II', then there is a very good chance you can use these, edit or convert them for any 'non-commercial' game addon - but you should always ask first :]
As to this map, I have no idea if the author has taken official textures from one game and included them (edited or converted) in this Q3A addon. It is not mentioned in the readme and I do not have the original game to compare the textures - so the map stays until I get sent a nasty-gram from Ritual Entertainment or (more likely) Activision.
That all said, this is a good discussion to have.

An illegal map, omg!
Don't get me wrong: reporting this is good so other mappers who care don't use them without knowing it. But I would have preferred a note like 'This map contains textures from EF2, btw.' to dramatic words like 'stolen' and 'illegal'. Some people in the Q3A community really exaggerate the IP topic imo...
EDIT: Nothing personal, fkd. Just my general impression and I happened to post it here.

stolen textures from elite force 2. this map is illegal. sad as i was using these textures in my new map only to be told the textures are stolen. ack

WOW! This is SOOO better than Deimos base2! It looks more like Doom 3, has more inside than out(having outside landscape wouldn't hurt though). I think sometimes about that there than here. Excellent

PhreekUhXoid mentioned a missing water shader. If anyone else has this problem then look under the comments about Deimos2, also by Shub-Niggurath, and you will find a link to the mapmedia.pk3. The link was placed there by Tig and it should rectify the problem with the missing water shader, and perhaps also some others that one finds missing in other maps as well.

A real keeper all around. Excellent ambience and attention to detail set the stage for a great fragging atmosphere. Great use of lighting makes the shadowy areas more intense. There are many hiding and ambush areas to take advantage of. Bots may get confused in the lift/cargo elevator area and can not seem to make the trip. (Hey, at least bots are supported so bonus points for that) This map is so realistic that I catch myself wondering what happened to the base personnel. (A clue to that is displayed one one of the many base computer monitors) My klunker does not show any negative signs of framerate issues. High marks to Shub-Niggurath for an outstanding effort on this map.

The map really has kind of a Doom 3 feeling to it. I absolutely can't imagine to play this map 1vs1 though, it's way to huge and it doesn't have any tourney feeling at all. It's some FFA map imo.
Scale is indeed an issue, as mentioned by Tig. The texturing an lighting is well done in most parts, but playability is low (and so are frames). The map's not bad, but I've seen better Doom 3-like maps for q3a.
The water texture was missing for me, too. The rest works. And I'm not offended by naked women, but the posters are really ugly.

Sounds more like a problem at your end than with the level. As you can see from the screenshot, the sahders and textures do work. It could also be a conflict or damaged shader from a different level. This is a common problem with the way that shaders are loaded.
